South Carolina Consumers Win Under House "Free Pour" Legislation - Bill Ensures Competition for Distributors, Fair Taxation for Consumers

WASHINGTON, D.C. --The Distilled Spirits Council today applauded the House Ways and Means Mini-Bottle Subcommittee for reporting favorably HB 3638, which allows both Class A and Class B wholesalers the ability to deliver and service restaurants. In addition, HB 3638 calls for point-of-sale tax collection of five percent per cocktail served. “We commend the work of the Subcommittee and the bill’s sponsor, Representative Bill Cotty, for their work on this issue,” said David Wojnar, Vice President of the Distilled Spirits Council. “Allowing the restaurants to receive delivery from both Class A and Class B wholesalers will result in better service to the state’s restaurant industry – and better prices for consumers. It is our sincere hope that the final version of the enabling legislation includes both Class A and B delivery.” The Senate version of the legislation allows only “Class B” wholesalers to sell to restaurants and calls for a 56 cent increase in the tax on each liter of spirits sold in liquor stores. “The House version of this bill is consumer and business friendly and replaces the taxes formerly collected on mini-bottles – all without raising prices for consumers,” said Wojnar.
