Distilled Spirits Council Commends Louisiana House for Passing Legislation Banning “AWOL” Devices

WASHINGTON, D.C. -- The Distilled Spirits Council (DISCUS) commends the Louisiana House of Representatives for passing legislation today banning “alcohol without liquid” (AWOL) devices that allow consumers to inhale alcohol by mixing alcohol with pure oxygen. The vote was 98-0. House Bill 122, sponsored by Representative Taylor Townsend (D- Natchitoches), would prohibit retailers from selling AWOL machines, as well as would ban the use, purchase, and possession of an AWOL machine on a retail premise. Under the bill, a violation will result in the suspension or revocation of one’s permit. “This device glorifies intoxication and sends the wrong message to our state’s young adults,” Townsend said. “State after state has banned these machines and we want to keep them out of Louisiana.” “Louisiana legislators are making it clear they do not want this device available in the state and we support their decision,” said DISCUS President Peter Cressy, noting that ten states have passed laws banning AWOL machines. Cressy pointed to the AWOL company’s web site which calls the device “the ultimate party toy!” The site states that this method of inhaling alcohol “reduces the effects of a hangover,” eliminating “the dreaded hangover.” “This device is being marketed and sold as a party toy,” said Cressy. “Our industry deplores any attempt to encourage reckless consumption of alcohol.” Cressy stated that the distilled spirits industry is committed to fighting the irresponsible consumption of beverage alcohol. He pointed to the work of The Century Council, a not-for-profit organization funded by America’s leading distillers, which has programs available for communities to fight underage drinking and drunk driving.
